For decades, the NVD served as a comprehensive clearinghouse, attempting to enrich every reported vulnerability with detailed analysis, regardless of its severity or impact. However, the velocity of software development has rendered this manual, exhaustive approach a relic of a less complex era. With projections suggesting the annual volume of new vulnerabilities will exceed 70,000 by the end of this year, the agency has reached an operational crossroads. The pursuit of quantity has officially collided with the requirement for quality, creating a crisis that demanded a radical departure from established norms.

Furthermore, the diversity of the software ecosystem has outpaced the internal expertise of any single government body. While it ensures that the “crown jewels” of national infrastructure remain protected by the best possible data, it leaves thousands of lower-priority vulnerabilities to be managed by the private sector without the traditional safety net of NVD enrichment.

Streamlining Workflows and Trusting External Data

To maximize efficiency, the agency is eliminating redundant analytical steps that previously slowed down the enrichment process. The NVD will no longer independently calculate Common Vulnerability Scoring System (CVSS) scores if the submitting authority has already provided a score deemed accurate by federal standards. The Impact of Generative AI on Vulnerability Discovery

The urgency of these changes was fueled by the emergence of generative AI models, such as GPT-5.4-Cyber and Claude Mythos, which are capable of identifying and fixing software flaws at an unprecedented scale. While these tools assist developers, they also accelerate the discovery of vulnerabilities, contributing to the “tsunami” of data that the agency must manage. As Harold Booth, a NIST computer scientist, noted, the historical method of processing every submission is no longer feasible. AI-driven discovery has essentially automated the “finding” of bugs, leaving the “analyzing” phase as the primary human bottleneck.

As AI models continue to evolve, the gap between discovery and remediation is expected to widen even further. These tools can scan millions of lines of code in seconds, identifying subtle logical errors that human eyes might miss for years.
